TDI: Texas Department of Insurance - Changes to Agent Licensing Laws

Changes to agent licensing laws The Texas Department of Insurance has issued a bulletin listing major changes to agent licensing provisions during the 87th Legislature. Those include: Increasing ethics continuing education requirements. Removing the life and health insurance counselor license. Removing insurance service representative license. Discontinuing registration for home office salaried employees. Eliminating subagent appointments. This bulletin provides a summary of changes to agent license requirements in House Bill 4030 from the 87th Texas Legislature. Increases ethics continuing education requirements The continuing education requirement for ethics increased from two hours to three hours per license period for licenses expiring on or after September 30, 2022. This change doesn’t affect the total number of hours required during the two-year licensing period. CMS Proposed Rule to Increase Americans’ Access to Health Coverage for 2022 The Centers for Medicare & Medicaid Services (CMS) today proposed a series of provisions to follow through on President Biden’s commitment to build on the Affordable Care Act (ACA), expand health coverage access and advance health equity. These provisions are the third installment of the payment notice for 2022.   The proposed rule includes a variety of provisions to protect and expand Americans’ access to high-quality, affordable health insurance. This includes proposals to lengthen the annual open enrollment period for 2022 by an additional 30 days, create a new special enrollment period opportunity for certain low-income consumers, and expand the duties of Federally-facilitated Exchange Navigators to offer additional help to consumers enrolling in plans. Oscar Health: Network Expansion Announced Today

Today, Oscar Health announced that it is expanding its network in San Antonio and El Paso to incorporate the HCA hospital system. www.hioscar.com Effective immediately, Oscar’s network will now include the Methodist hospital system in San Antonio and the Las Palmas del Sol hospital system in El Paso, which will add nine hospitals and 260 providers to our network. Over the coming months, the Oscar provider network will expand to include even more of HCA’s affiliated physicians, and members will still have access to Tenet facilities, Baptist and the Hospitals of Providence, and providers. Agents can now find this update reflected in Oscar's provider search tool which details all in-network providers and locations across the service area. July 2021 - Third Quarter Encourage Clients to Take Advantage of Enhanced ATPCs Extended SEP ends August 15, 2021.     The SEP extension to further help consumers take advantage of Enhanced ATPCs, will be ending August 15, 2021. Clients still have time to enroll in an Ambetter Marketplace plan to take advantage of the increased savings and lower costs made available by the American Rescue Plan (ARP). It’s been estimated the number of those eligible for a subsidy on the Marketplace increased by 20% with the passage of the ARP.* Consumers’ required contributions are lowered at all income levels thereby increasing APTC. Individuals earning 100-150% FPL will be eligible for fully subsidized coverage. Consumers should Visit HealthCare.gov Beginning July 1 to see if they Qualify for New Financial Help. As part of the American Rescue Plan (ARP) signed by President Biden, the Centers for Medicare & Medicaid Services (CMS) is again lowering the cost of health insurance and opening more pathways for Americans to obtain affordable and comprehensive health coverage. Starting July 1, 2021, consumers who received or are approved to receive unemployment compensation for any week beginning in 2021 may be able to find even lower cost plans and save extra money on out-of-pocket expenses through HealthCare.gov. To take advantage of these additional savings, consumers who received or have been approved for unemployment compensation in 2021 need to visit HealthCare.gov to submit a new application or update their existing application to maximize the savings they can get for the rest of 2021. May 2021 Health Insurance Marketplace Special Enrollment Period Report Now Available

Healthcare.gov: May Marketplace 2021 Special Enrollment Period Report   Today, the Centers for Medicare & Medicaid Services (CMS) released a new report that shows that more than 1 million new and returning consumers have health coverage through the Health Insurance Marketplace that costs $10 or less per month after advance payments of premium tax credits (APTC) following the April 1 implementation of the American Rescue Plan’s (ARP) expanded APTC. Of the 1,034,624 consumers who selected a Marketplace plan with premiums of $10 or less per month, after APTC, 687,275 were returning consumers and 347,349 were new consumers. This means 4 in 10 (43%) new consumers and 3 in 10 (30%) returning consumers, and more than one third (34%) of all consumers have selected a plan of $10 or less per month following the implementation of ARP expanded APTC. The ARP’s expanded premium tax credits have reduced premiums, increased savings, and given consumers access to quality, affordable hea
