The Centers for Medicare & Medicaid Services (CMS) is dedicated to safeguarding Marketplace consumers while ensuring program integrity. To enhance this commitment, CMS is taking important steps to prevent coverage disruptions and unauthorized enrollments on the Federal platform. These updates only impact ACA members, NOT Medicare.
What’s New?
Starting October 2024, CMS will implement system updates that require agents and brokers to submit applications with verifiable Social Security Numbers (SSNs).
October 2024: The Marketplace will only accept applications from agents and brokers through the Classic Direct Enrollment and Enhanced Direct Enrollment pathways that include verifiable SSNs for all individuals over 90 days old seeking coverage.
December 2024: Additional updates will allow agents and brokers to submit applications for noncitizen applicants who lack SSNs but can provide verifiable immigration document information. This information must be verifiable in real time by the Department of Homeland Security (DHS).
Consumers who do not provide this information to their agent or broker can apply for coverage through the Marketplace by submitting their own application through the Classic DE and EDE consumer pathways, through HealthCare.gov, or by calling the Marketplace Call Center with or without the help of an agent or broker.
We encourage all ACA agents and brokers to review their current processes and develop a plan to collect SSNs from applicants who have them.
