In an effort to reduce unauthorized and non-compliant ACA Marketplace enrollments, CMS is adding a new step to the 2027 auto-re-enrollment process.
What’s Changing
CMS will check whether applications with a National Producer Number (NPN) meet the existing requirement to include a verified Social Security Number (SSN) or immigration document for each non-newborn applicant. If the application doesn’t meet the requirement, then the enrollee will be automatically re-enrolled for 2027, but CMS will remove the NPN from the enrollment.
Action Needed by Agents
For agents and brokers to continue receiving commissions on those enrollments, the 2026 applications need to be updated to include a verified SSN or immigration document for each non-newborn applicant before Open Enrollment. If by December 15, 2026, a consumer updates their 2027 application and actively re-enrolls, then CMS won’t remove the NPN.
Important Reminders
- All applicants who are more than 90 days old must provide a verified Social Security Number.
- For a non-citizen applicant who doesn’t provide an SSN, the agents must verify the information against immigration documents to proceed.
- Agents and brokers are never allowed to create or log in to a HealthCare.gov account for a consumer or access their login credentials.
Agents and brokers aren’t Navigators, Certified Application Counselors, or Other Assisters. If you’re helping a consumer, you shouldn’t provide your information in any Assister category.
