Cambia Health Solutions and Arkansas Blue Cross and Blue Shield are receiving final regulatory approval for their strategic affiliation agreement, which takes effect on October 1, 2026. The deal received approval from the Arkansas Insurance Department on September 8, the last regulatory hurdle it needed to clear before it could take effect, following its announcement in November 2025.
Arkansas Blue Cross BlueShield is joining Cambia’s portfolio of BCBS affiliates, which includes Regence health plans in Idaho, Oregon, Utah and Washington, along with Blue Cross Blue Shield of North Dakota. Arkansas BlueCross BlueShield is keeping its local name, board of directors, philanthropic foundation and nonprofit mutual status, with all reserve funds staying in-state.
The deal expands Cambia Health’s regional health plan network into 6 states across the central and western U.S. Nothing will change for 2026 Arkansas BlueCross BlueShield policyholders for the rest of this year.
At this point, there’s no expectation that the 2027 Arkansas BlueCross BlueShield plans filed in government markets will differ from those filed with governmental regulatory entities.
