CMS Ending Medicare Part D Stabilization Fund at the End of 2026

CMS is ending the Medicare Part D Stabilization Fund at the end of 2026. This action will be effective for all 2027 plan-year Medicare Part D plans.

This fund reduced beneficiary monthly plan premiums by up to $15 in 2025, and the federal Medicare Payment Advisory Commission says the average monthly premium offset was $16 in 2026. As part of this announcement, CMS says the 2027 base beneficiary premium will be $41.33.

The CMS Administrator is quoted as saying the end of this fund should result in less than a $10-per-month premium increase for most people on Medicare, with some people seeing lower premiums as a result. At this point, it’s not clear how the end of this fund will impact the Medicare Part D plan premiums for 2027.

Details about the 2027 plans will begin to emerge over the next couple of months leading into the 2027 Annual Enrollment Period (AEP). Agility is encouraging agents with Medicare Part D plan clients to prepare communication outreach to these clients to not only check in, but also begin researching alternative plan options to address a 2027 monthly premium increase as soon as this information becomes available from your partners.
