Agility has learned that Health Care Service Corporation, the umbrella owner organization for Blue Cross and Blue Shield of Illinois, Montana, New Mexico, Oklahoma, and Texas (BCBSIL, BCBSMT, BCBSNM, BCBSOK, BCBSTX), will not pay agent commissions on certain 2026 Medicare Advantage Prescription Drug (MAPD) plans.

- Renewals on existing MAPD business will continue to be paid.
- Commissions will still be paid on 2026 Prescription Drug Plans (PDPs).
- Commissions will still be paid on 2026 Medicare Supplement plans.
HCSC is also announcing that it will offer 2026 Medicare Advantage plans in 948 counties in 30 states and the District of Columbia through its March 2025 acquisition of HealthSpring, pending CMS approval.
Agility believes that all MAPD agents must take proactive steps to address the changes expected in 2026 Medicare Advantage plans.
- Review your portfolio – Make sure you have strong MAPD options available with other carriers in your markets. Contracting with HealthSpring is strongly recommended to access this MAPD expansion.
- BCBS Medicare Supplements and PDPs are still options – These products remain commissionable and provide opportunities to meet client needs, in Illinois, Montana, New Mexico, Oklahoma, and Texas.
- Stay proactive with clients – Inform your BCBS clients to read their 2026 Annual Notice of Change (ANOC), which they receive at the end of the month. Encourage them to contact you with any questions after reviewing the document about their 2026 BCBS MAPD plan.
