Agility is sharing the list below of Medicare Advantage (MA) companies completely exiting the MA business for 2026. Editor’s note: This is not an exhaustive list. It will continue to be updated as we receive these updates.
- UnitedHealthcare is exiting 109 mostly rural counties across the United States, affecting 180,000 MA members.
- Blue Cross Blue Shield of Vermont and UnitedHealthcare are exiting the 2026 MA market in Vermont, impacting almost 34,000 Vermont MA members. Humana is expected to be the only MA plan option in Vermont for 2026.
- BCBSVT will continue to provide Medicare supplement plans.
- Michigan Medicine is discontinuing its health plan, which covers over 9,000 Michigan MA members.
- Ochsner Health Plan will no longer offer MA plans in 2026, impacting almost 6,000 Louisiana MA members.
- Urbana, Ill.-based Carle Health will close its Health Alliance and FirstCarolinaCare insurance businesses at the end of 2025, affecting over 45,000 MA members across Health Alliance in Illinois, Indiana, Iowa, and Ohio, and FirstCarolinaCare in North Carolina.
- Samaritan Health Plans will continue to offer its dual-eligible special needs plan but will exit all other MA contracts in 2026, affecting more than 12,000 Oregon MA members.
- AvMed Medicare in Florida will exit the 2026 MA market, affecting nearly 13,000 MA members.

October 1 marks the beginning of the 2026 Medicare health plan marketing period, and several significant changes are happening in Medicare for 2026. Agility will note these carrier changes on this page as a single point of reference for agents.
Elevance (Anthem Blue Cross and Blue Shield, WellPoint, Amerigroup, and Carelon Health)
HCSC (BCBSIL, BCBSMT, BCBSNM, BCBSOK, BCBSTX, and HealthSpring)
CareSource is making the following changes:
- Expanding their DSNP plan to more than 70 Georgia counties and offering two plans.
- In Ohio, they are transitioning the current coordinated DSNP to an FIDE SNP.
- In Michigan, they are partnering with the Health Alliance Plan (HAP) to offer an HIDE SNP.
- They will pay the maximum CMS-allowed commissions on all SNP plans nationwide.
